Why is the cpu, memory, and disk usage so high in Windows 10?

I'm using Windows 10.

It's not like you're running a heavy program like a game, but the usage of cpu, memory, and disk is really high. Why is that?

After the Windows 10 update on December 10, 2016, there is a problem that the disk share is increasing to 100%.
Control Panel - Administrative Tools - Services

Right-click a service named Connected User Experiences and Telemetry
