Windows 10, Windows 8, and Windows 8.1 make the safe mode boot a little different.
1. Press the Start button
2. Select Command Prompt
3. Type bcdedit /set {default} bootmenup policy legacy and enter
If you do this and press F8 during reboot, you will be able to select safe mode as before.

3. Enter msconfig
4. Select the Boot tab
5. Check Safe Boot among Boot Options
