Why is it that you lose muscle mass even if you exercise?

I've been exercising steadily.

I'm measuring body fat, but my muscle mass keeps decreasing

The amount of fat decreases, but the amount of muscle decreases, so the body fat does not decrease significantly.

I think exercising will increase the amount of muscle, but why does it decrease?
