If I win the promotion match in LOL, can I get a 2nd grade promotion?

For example, it's Bronze 5, but if I win the promotion match, can it be Bronze 3?

By default, the tier goes up by only 1 tier.
So if you get promoted from Bronze 5, you get Bronze 4.

If mmr is good, you get a two-step raise.
The second stage of promotion is only available from Bronze 4 to Bronze 2.
The default is 1 tier promotion only.
