I plugged in the new graphics card on the PC, but the monitor doesn't come out.

It could be a graphics card problem.
You can try other graphics cards and check them out.
If it's squeaky when you turn it on, it's because the memory is out.
I think I touched the memory while plugging in the graphics card.
Try plugging in the memory again.
