When I update Windows, it says I'm checking for updates and it's still there.
It doesn't change here even if you leave it for quite a long time.
What should I do at times like this?

Just turn off Windows updates.
There is a way to receive it manually.

Here's how to update to the latest version of the Windows Update Agent.
If you download a file that fits the version here and run the program, it will proceed with the Windows update of Windows.
As expected, it doesn't go fast, but it does take some time.
You can go to the link that the person above told you and get it.
When you receive it, check if it's Windows 7 or Windows 8/8.1 and receive it
Check if the window is 32-bit or 64-bit first.
Then go to the link below and receive the file and install it.
64-bit: https://www.microsoft.com/ko-kr/download/details.a...
32-bit: https://www.microsoft.com/ko-kr/download/details.a...
