I think it'll go up because there's an Olympics next year, but I don't think it'll go up much in February
If you know the exchange rate fluctuations, you'll be rich. If you know the yen will go up, you can buy it at the bank in advance and sell it later. If you know it's going to fall, you can wait, buy it when it falls, and sell it when it goes up...It's hard to predict, so there are people who specialize in that kind of thing...
