Can you make it clear whether flash is allowed or not in Chrome?

When I go into sites that use flash including Naver, they keep asking me if I can allow flash.

It keeps popping up even if I press Allow.

Can I make this not pop up at all?

I looked up the settings, but it didn't come out.

Can I use an extension program or something?

There's a yellow part called Enable Ephemeral Flash Permissions
This is from Default
You can change it to "Disable
