There are times when I can't see the window with a new tab when I use Chrome.

You can just put another address in the original window.

There are times when it works well and times when it doesn't.

In that case, it works well if you just reboot.

What's wrong with this?

If there's a lot of stuff in the cache, that happens
If you search the settings with cache and erase the accumulated data, it works fine
