There are occasional fans in the road tunnel. What's this for?

Is it for cooling down in case it's hot inside the tunnel?

The air is not discharged as well as I thought.

You can think of it as a ventilator.
If the view is blocked for reasons such as smoke in the tunnel, it is there to discharge smoothly.
Or it works when it's foggy.
