I wonder what happens to tariffs and VAT when I ship directly when I buy overseas direct purchase

I'd like to receive it by direct delivery while purchasing it overseas in the United States.

As it is a direct delivery, the shipping cost is over $40, so it is over $200 including the shipping cost.

It's less than $200 excluding shipping.

I know that the 200 dollars standard is usually included in cases where shipping costs are incurred in the United States, but I don't know what happens if it's a direct delivery in the United States.

I wonder if this is a case where tariffs and VAT are exempted or if I pay more than $200.
