Is it good to have a housing subscription account?

I was wondering if it would be good to have a housing subscription account.

Don't you usually just buy an apartment?

I've never seen a sale or anything.

Most of them just buy it, but if you buy a popular apartment, it's a lottery

In the past, if you win, you'll get a lottery
I don't think there's anything like that right now
The construction company has set the sale price so high that there's not much difference in price whether you get a subscription or just buy it after it's completed

It didn't mean much if you look at it for 15 years since 2000
Was it too expensive because of the real estate craze (as the price of ordinary apartments became expensive, new apartments also set the sale price very high)
Or maybe it's cheap to just live in a real estate slump
