Doing a job study meeting or attending an academy (including a government-funded place) is also a job search activity?

I don't think there's a study or an academy.
It should be like you're handing out your resume as your superiors said.
It's not difficult to submit a resume, so I think you can submit it anywhere.
If it's to prepare for the company you want or government officials, it would be good to submit it to a company that doesn't seem to be able to do it at all.
