There's a pop-up on my phone that says, "Screen Overlay Detected." Why is that?

When you launch the mobile phone app, you will see a pop-up of

'screen overlay detected'

 pop-up.

What's wrong with this?

How do I turn it off?

It's not like that. It happens on certain apps
I can't help it unless the app developer fixes it
If you don't have to use that app, you'd better transfer to another one

It is a phenomenon caused by security enhancements applied from Google's marshmallow OS.
A certain app runs in a screen overlay (whole or part of the screen) to induce user touch and prevent users from using the product function, which is a function that detects and pops up.
