To sterilize laundry with soda and soda carbonate, I understand that you can dissolve it in water and soak it.

According to the article here, if it is 30g 30 minutes per 10L of water (temperature is 40 degrees water), 99.9% of harmful bacteria will be sterilized under the conditions.
