Do I need to turn on the data to receive text messages?

Sometimes, when I turned off the data while leaving the Wi-Fi on, the text didn't come, but when I turned on the data, the text came in all at once.

Is it just because the time is coincidental?

Or is there a case where sms characters come in only when the data is actually turned on?

There are characters that come only when the data is turned on.
For long characters, such as mms, the data must be turned on to enter.

That's the case for mms.
I personally only use Wi-Fi, so I applied for data blocking to avoid using data.
When I applied like that, the data was completely blocked, so I couldn't get mms.
So I told the customer service center that it is because mms uses data.
