When you gain weight, you gain weight differently because the area you usually store differs depending on your constitution.
When you lose weight, you lose all your fat together.
So just because you work out hard in certain areas doesn't mean you lose weight in certain areas.
I can't diet with thin legs and arms,
If you work out, your muscles get caught, so your body might look slim
I think you can do arm and leg exercises.
