The Samsung logo appears when I turn on the laptop, so why is that?

I bought a Samsung laptop 9.

When I used PC before, English popped up when I turned on the computer and the window popped up.

In the notebook, only the Samsung logo appears, and then the window pops up.

Is that how laptops are supposed to be?

Or is it because of the wrong setting?
