Yes. You can continue to use the hotspot as you wish.
It just slows down.

Hotspot is a concept that functions as a router on one phone.
So all the other phones connected to the hotspot are slowed down because they receive slow data reception from the original phone.
The more phones we share, the slower it becomes because we all share one network resource.
