Do you use Windows 7?
There's a case like that for Windows 7.
It was resolved after switching to Windows 10

I don't think the graphics card is working well.
As you mentioned above, if you change to Windows 10, it will work well with the latest graphics card driver.
Or go to the graphics card company's site and update it with the latest driver.
