Why is it like that when it doesn't go into the bios setup screen?

After installing Windows 10, even if I press Delete or F2, it doesn't go into the bios setup screen. Why is that?

Is the setting different in Windows 10?

This can be the case if you set up a quick boot in UEFI.
Settings - Update and Recovery - Recovery - Advanced Startup Options - Restart - Troubleshooting - UEFI Firmware Settings - Restart
