The whole screen isn't like that in Windows 10
How can I make it look clear when some text or screens are blurred?

You can change the screen resolution (DPI) setting to 100%.
The method is
1. Right-click in the blank space on the desktop.
2. Click Display Settings.
3. In the "Change the size of text, apps, and other items" section of the display customization, it should be set to 125%, but you can change it to 100%.
It's caused by the Auto scaling function in Windows 10.
You can change it as the person above you said.
