Even if it's a water tint, it has oil in it.
If you add water, you'll probably have layers like oil and water
Water tint is water soluble by name, but it's fat-soluble by cosmetic properties.
Or you could use emulsifiers to add oil to the water, if not fat-soluble, to add oil to it.
Just add water and you'll have a layer as your boss says.
