Does 50% of the heating rate in car tinting mean 50% of the UV protection?

Or is sunblock marked separately?

I think it's 99%

Cheap tinting paper also has 99% UV protection.
The thermal cutoff rate is a question of how much heat is blocked, which is literally an infrared part.

Sunscreen is usually 99 percent.
Ultraviolet rays and heat shielding work well in the early stages, but even 99% of them go down over time due to durability.
