The file that installs the cd version is probably SETUP.exe.
Right-click this file, and then click Properties>Compatibility>Compatibility Mode
You can change to Windows 98 and then install it.

I only did it with the no installation version, but it was hard because there were many bugs

Farland Tactics 4cd version has fewer bugs than no installation.
There are patches that prevent it from bouncing.
