Why is it that the AirPod 2 pairing is automatically released?

I'm not listening to any music and just plugging in AirPods 2If you look at it, the pairing is automatically turned off.

Why is this like that?

I don't think it's like this in the first generation.

How do I keep the pairing fixed?

As far as I know, this function has been included since the 2nd generation to save battery consumption
