If I turn off the computer, IPTV won't work, so why is that?

I use SK for internet.

I wasn't supposed to connect the computer, but I connected an additional computer.

It works well if you turn on the computer, but strangely, IPTV doesn't work when you turn off the computer.

Does anyone know the reason?
