What's the best earplug you can't hear outside?

I'm using a styrofoam from 3M.

I don't think it blocks the noise that well...

What are some earmuffs that block noise properly even if you pay a little more?

Listening to music is unnecessary, so I don't think earphones will fit well.

I think noise cancelling earphones are the best
