How can I use a rental car in Taiwan?

I'm thinking of using a rental car in Taiwan.

I can't find the rental information even if I look here and there.

Where can I make a reservation?

Sometimes, there are people who rent scooters at the conding. This is also illegal. I was surprised that they rented it for granted.
