Are laptop cpu and smartphone cpu the same thing?

I heard that the cpu that goes into the laptop is a small cpu that is different from a normal desktop.

The smartphone runs on the main board and comes out.
And it's a cpu that only does simpler calculations to reduce power consumption.
In terms of performance, laptop cpu is better.
