Why is it that Apple Watch 4 Cellular sends an announcement that the power is off when it calls?

I'm using Apple Watch 4 Cellular.

The carrier is using KT.

The strange thing is that I turn off the iPhone.

I tried to answer the phone with Apple Watch.

Apple Watch is getting a call, but there is an announcement that the caller is turned off.

Why is this like that?

Is it a problem with the Apple Watch,

or should I talk to kt,

I don't know where to put it.

If you have a similar problem, do you have a solution?

It's a KT carrier problem. I talked to KT about the same problem, and even though it works well in SK, KT says it has no problem.
