How do I move the picture to Photoshop by hand?

I heard that you can draw a picture by hand on a piece of paper and then move it to a photo shop to color it.

How do I do this thing?

I don't think I can color it just by scanning, but I'm curious about the way.

I'll draw a picture with paper, and it's too hard to draw on the Photoshop from the beginning.
