Can't you turn off the iPhone saying it's an unknown number before it calls?

I'm using iPhone Xs.

What I'm curious about is that before the phone rings, you say something in English, but I think you're saying it's an unknown number.

Come to think of it, I think this word appears if the number is not registered in the contact number.

This bothers me, but can't you turn it off?
