Can't I use Care Plus for a domestic Apple Watch?

I saw on the Internet that

Korea's top-footed Apple Watch doesn't work with Care Plus.

You have to buy it in the U.S. or Japan to apply Care Plus in that country.

Is this correct?

Then I was wondering if I can't get straight hair in Korea at all.
