When you connect your smartphone to USB, a window appears asking if your smartphone will allow the connection.
Press Allow here to connect to Windows Explorer.
It depends on the smartphone.
There's a case like the upper one.
Or you may need to unlock your smartphone to connect.
There are times when the connection pops up automatically on every smartphone
