Why is it like that when I turn on the data on iPhone Xs and the Internet doesn't work?

I turn off the Wi-Fi and turn on the data only.

Safari cannot open the page because the iPhone is not connected to the Internet.

This doesn't work the Internet.

You can turn on the Wi-Fi.

Why is this like that?
