If I change from iPhone 8 Plus to iPhone XR, will it be downgrade?

I'm using iPhone 8 Plus, but the new iPhone Bbombbu keeps coming.

The iPhone XS seems a little too much, so I'd like to change it to iPhone XR.

Is it a downgrade? Or is it the side grade?
