Why can't I sell used electronics that I bought abroad in Korea?

electronics used

I heard that you can't sell used electronic products bought abroad in Korea because you haven't been certified by the Radio Act.

I was wondering if it's a story or if there's another reason.

It's not a radio wave
I brought it in duty-free, but it's a problem if I sell it

I also got duty-free, so I heard that you get caught if you sell it

It's a problem because they sell value-added taxes or tariffs that have not been paid or reduced
