Why is it that the Wi-Fi keeps turning on automatically on my iPhone?

I'm sure I'm using it only by turning off the Wi-Fi and connecting it with data.

Sometimes the Wi-Fi turns on automatically.

Is this a bug?

It's not that the Wi-Fi is off. It's just that the Wi-Fi is on and doesn't get the signal
It turns on again if you grab another Wi-Fi while walking around
Settings - Privacy - Location Services - System Services
If you turn off the Wi-Fi network item here, it'll really turn off
