When I update to iPhone iOS 12, the system takes up 20 gigabytes of capacity, so why?

I updated it to iPhone iOS12,

I don't use much, but it seems to take up a lot of capacity, so I checked that the system accounts for about 20 gigabytes of memory, but the system eats 1/3 of it alone.

What is this?

Is the iOS12 as much as 20 gigabytes?
