What is the difference between buying an Expense or a Hong Kong phone from a regular mobile phone in Korea?

The Galaxy S9 sold on Expense or Hong Kong phones is cheaper than domestic regular-haired mobile phones.

What's the difference?

I thought it would be better to just buy it here if I could use it without much difference.
