Does pure water carry electricity?

I knew that water was electrified, but some people said it wasn't.

Pure water itself is a nonconductor.
It means there's no electricity.

The conductivity is how well electricity works.
The conductivity of water is about 10^(-3)mho/m.
The conductivity of copper, which is often used as a wire, is 5.8*10^7 mho/m.
In comparison, water is a nonconductor.
