What is the standard for easing the progressive electricity bill?

I heard that the standard for easing the electricity rate progressive system has changed from 200kw to 300kw.

I think it's quite a lot considering that I used 310kw.

I heard that it's 32,000 won, but can it be more than 10,000 won if I used 300kw?

I think the difference is too big because of the difference of 10.
