Dehumidification vs. air conditioning, which one costs more electricity for air conditioning?

To give you a brief explanation,
If you turn on the air conditioner, the temperature will decrease, so the humidity will decrease
Dehumidification alone can't lower the temperature, so more outdoor units have to be operated to lower the humidity
So the air conditioner actually uses the outdoor unit less, so it consumes less electricity
