Is it possible to put less than 100ml in a container larger than 100ml when carrying liquids on board?

Article 5 (LAGs Security Search Control, etc.) (1) In order for passengers to carry LAGs and pass through the security checkpoint to travel by aircraft, the following items shall be observed, and the goods subject to control shall be as specified in attached Table 1.
1. All LAGs shall be placed in a container with a capacity not exceeding 100 ml or equivalent (3.4 ounces, 100 grams).
2. Do not carry a portion of LAGs in a container exceeding 100 ml. However, empty containers exceeding 100 ml may be brought in.
3. All LAGs containers shall be placed in a transparent, openable plastic bag with a maximum capacity not exceeding 1 liter (20.5 cm x 20.5 cm, 25 cm x 15 cm or equivalent), and the containers shall be sufficient to fully close the bag.
4. Only one plastic bag under Article 5 (1) 3 may be carried per passenger.
② LAGs carried by passengers passing through or transferring are not allowed to pass through security checkpoints except for the following:
1. When LAGs sold by a commercial supplier of LAGs are transported in a liquid security bag (including purchase receipt)
2. LAGs sold by a commercial supplier of LAGs are transported in a similar bag (including purchase receipt), and the search is completed using liquid explosion detection equipment at the transfer airport
③ Items that passengers have given up carrying for LAGs that are not permitted pursuant to paragraphs (1) and (2) shall be disposed of in accordance with the procedure for handling abandoned goods in Appendix 1 of the National Aviation Security Plan. However, the security checker shall not allow passengers to pass through the security checkpoint (including passing or transferring) if a passenger carrying a liquid security bag or a similar bag does not give up the LAGs.
④ The relevant air transport business operator shall take appropriate measures against passengers who have not passed the security checkpoint pursuant to the proviso to paragraph (3).
⑤ Notwithstanding the proviso to paragraph (3), if a transit or passerby carrying a liquid security bag or a similar bag passes through a security checkpoint, it shall be deemed to be a liquid bomb and confiscated, and the security check supervisor or security checker shall promptly dispose of it on site.
