Can't the circulator rotate?

I'm looking for a circulator to use instead of a fan.

I saw it because I heard that bonado is good among circulators, but

There's no function to rotate like a fan

Actually Can't you rotate?

Or is it not mentioned in the specification description?

The circulator does not require rotation
The original purpose is to send the wind somewhere else
