Constitution Day used to be a public holiday. Why are you excluded now?

As far as I know, the five-day workweek was introduced and Constitution Day was excluded from the holidays
We've had a five-day workweek since 2003
So I took out a few days that were legal holidays
Except for Arbor Day in 2006
I ruled out Constitution Day in 2008
There are five national holidays in Korea
March 1st, Liberation Day (August 15th), National Foundation Day (October 3rd), Hangeul Day (October 9th), and Constitution Day (July 17th)
Constitution Day is the only one of these five national holidays that is not a legal holiday.
The reason is as well explained by the superiors.
