Isn't Google photo capacity unlimited?

If you take a picture on your phone, it automatically goes into Google Photos.

It's not uploaded anymore because the capacity is full. Isn't Google Photos unlimited?

I heard before that Google Photo is free, but I don't know why there is a restriction.
