Is there a way to put other data in Windows 10 USB?

I have a USB that I use to install Windows 10, but I just wanted to use one more as a regular USB. If I try to use this, I can't transfer the file or delete the contents inside.

Is there a way to put in other data?

It is better if you can delete and put all of it as a whole

I don't understand the meaning, does it mean that you put the Windows 10 installation image file in your USB? Then you can just erase it or format it...

It's not a regular USB, but it's like a Windows 10 installation USB made by Microsoft.
Maybe it's because it's for exclusive use, but it looks like it's tied up.
