I have a USB that I use to install Windows 10, but I just wanted to use one more as a regular USB. If I try to use this, I can't transfer the file or delete the contents inside.
Is there a way to put in other data?

I don't understand the meaning, does it mean that you put the Windows 10 installation image file in your USB? Then you can just erase it or format it...
It's not a regular USB, but it's like a Windows 10 installation USB made by Microsoft.
