I don't know if there are many people who do such work professionally in Japan, but the fact that there are many free documents in Japanese besides English seems to be a lot of people who can speak English voluntarily participating in English translation.

Because I can't memorize all the functions, I look at a lot of reference documents such as dictionaries that I use to find words, but there are many parts written in English.
